It is not all that reliable because Intel has been known to cherry pick. A better indicator is when the companies publish a schmoo diagram.

What's a shmoo plot going to tell you when you don't know anything about the sample base? I think reports of overclocking are a good indication, provided there are lots of reports. As for cherry picking, that's what binning is by definition.
