I would take a counter to your position. To borrow a concept from another esteemed poster, you fill the system - then you raise the price. When the deals you mention were being negotiated, the foremost intent was to get the parties on-board. Both of those agreements have finite end dates - which are rapidly approaching and have resulted in a vast expansion of the CDMA universe.

In the interim, we have seen one party give up trying to out engineer the system. The other seems to be having some trouble as well. There are hints that the Q might be helping to make a passable system thus saving face and gaining an ally.

Long term, I think the effort has been a success.
