The fact that it was not a free vote speaks to the reality that Harper's decision is/was nothing more than a cynical attempt to beat the Liberals to the punch on this topic at this weekend's convention. Both parties (think they) are playing to the Quebec voter with this position in the belief that whoever can claim to have championed the issue means winning the next election.

As such, Harper couldn't allow any dissension on the matter since it was a chess move, not an act of conscience. I imagine he couldn't give a rat's ass about Quebec except in the context of how it might help him keep his job.
