Right.

And the populace sort of "gently" hated each other, but most didn't hate enough to go out and kill anybody. I think Mr. Kern and I see the same thing; we're just letting words get in the way. I DO think they think we are infidels, but then Christians think I'm an infidel too, so I'm used to that kind of hate, or disrespect, or whatever you want to call it.

Same dilemma in Northern Ireland; the fighters never amounted to more than several hundred hardcore on each side but they were enough to keep the conflict going for many years and intimidate the moderates into submission.

The same cannot be set for Hutu/Tutsi violence however.
