The other thing to note is that the poor typically drive the smaller cars. So that would be good for them as well.


Yes, you could construct it so that it is near tax revenue neutral. It wouldn't punish the poor like a gasoline tax, in fact if they could buy a small car with 45 MPG it would almost pay for itself with the yearly rebate and fuel savings.

I also like the idea of different colored plates for "gas hogs" and "efficient cars" (black and green?). Add a little social pressure.
