It's the republicans fault because of the republican controlled House, but it's not the democrats' fault in the democrat controlled Senate.

You seem to be fixated on blame and fault.

I do not see where the word "fault" even applies. I'm not blaming anyone for anything [except you, not willing to look it up]. The policy was set during the Clinton Administration by legislation. Members voted for it or against it. It passed in both chambers. The House was "controlled" by the GOP; the Senate was "controlled" by the Dems. It passed in the Senate unanimously; that would make it bi-partisan. We could look up the exact voting record in the House, but I think it passed by a wide margin. Thus it too would be a bi-partisan effort. So asking what the "Dem Plan" was seems to be meaningless. The policy was as bi-partisan as it gets.

The policy is set out in that legislation and I do not understand why you continue to "wonder" about it. It's an easy look up in Thomas. What's the problem? I might even look it up for you but I've posted the legislation on the thread before and I know it's an easy look up. If you're suffering from some malady, like dyslexia, that makes looking it up problematic than I could understand why you might seek help. But your posts do not indicate that you suffer from that.
