They have pretty much done all they can under the constitution. That's why were seeing so much extra-constitutional behavior these days. Meeting behind closed doors, secret agreements with Canada and Mexico. Pimping Asia free trade. They want to bring goods across from Asia to western Mexico and then up the NAFTA super highway through Texas. This way they can circumvent longshoreman in the US. Hire Mexican truckers to deliver the goods. The US worker is frozen out of everything.
