Pretty much. The only power in the UN is in the security council, and they are divided on Iraq. Hell, the "coalition of the willing" is no longer willing.

I'd say they were divided on Iraq prior to the invasion, a few years ago. God knows what the Security Council's thoughts are on Iraq today - they haven't had any resolutions about it , or perhaps even public discussion about it, for as long as I can remember.

Of course! If the "international community" wants to avoid civil war in Iraq, they should flood the country with UN peacekeepers and replace the coalition troops - play the same role that the UN played in the Balkans. If the "international community" doesn't give a damn about Iraq they should do what they are doing - nothing. Those are the two obvious options for what the "international community" should do from today in Iraq.
