The Social Security surplus should be saved up for Social Security only. Instead, we're using that surplus to make up for some of the budget deficit. If we didn't, Bush's deficit would be much bigger than what is actually stated and Clinton would have never had a surplus to brag about.

Just the same way the administration would eventually borrow from elevated gas tax funds earmarked for specific energy saving technology purposes as naively promoted by John and mindmeld.

That's how it's done in Europe.
