Bolton could not legally have been temporarily again made the U.N. Ambassador without being confirmed.
Bush could only use that temporary option once.
There was zero chance of Bolton being confirmed(remember he never was confirmed thus he could be U.N. Ambassador for only ONE year, on temp basis)
i am sure Bush checked with legal counsel and he was advised he had NO legal basis to utilize the "
temporary appointment", so Bush had NO choice.
Bolton , remember, could not get confirmation a year ago.
McCain expressed his unhappiness that this great patriot Bolton was blocked and said he will surely have place to serve his nation again.
McCain is POWERFUL.
Bush expressed anger that he could not get confirmation, he was NOT diplomatic about this blockage of Bolton.
i see it as an NO indicator other than to note BUSH WANTED Bolton to remain as U.N.Ambassador---that a certainty as his remarks about those panel senators blocking him his appointment were bitter and sarcastic.

And McCain was OVER THE TOP in his praise of Bolton and stating flatly he will serve again. Max
