I think in the case of Ken Starr, his thinking when he saw women was, "They can see my impotence".

There seems to be sort of a fraternity of fat, unattractive men like Starr, Rove and Limbaugh that want to attack the good looking charming guys to try and compensate for their own deficiencies.
