Wouldn't it be true that in order to implement power gating, one needs to separate many power rails (while maintaining proper rail integrity), implement additional power rails for control units, have these control units to have intelligent power management algorithms, etc.? Same probably goes for more intelligent clock gaiting. Wouldn't all this increase the size of die measurably?
