It doesn't. The one reference to die size we have puts the 65nm Brisbane at ~68% the size of its 90nm incarnation, and it is completely unclear and unverified what the power claim is meant to be about. What we do know about power is that 65nm extends the 65W part frequencies by 200MHz, from 2.4GHz up to 2.6GHz.
