The only way the goal could have been possibly met was if he had US troops in the mutliple hundreds of thousands, as Gen. Shinseki had described.

There never was a goal in this war.
No WMD.
No AL Qaeda.
No Democracy.

It doesn't matter how many troops they brought, if they didn't know what they were trying to do they can never accomplish it.
