I started re-evaluating PUC's, ILEC's, CLEC's and the like after getting subpoenaed to appear in a court case between a well known CLEC and a well known ILEC. I will leave the names out to protect the non-disclosures and consent decree's involved.

Long story short - the CLEC was run by ex-Cable and AT&T Ma Bell era Lawyers. They had examined the law and found a hole to drill oil through.

What they did was buy wholesale bandwidth from the ILEC and use it with systems my team designed to place calls to other like systems placed strategically to force remuneration from the ILEC. None of the calls were real or carried any data - they just maximized return for minutes used. It was all a scam.

The ILEC lost anyway :-) The judge had no idea what we were talking about. Most of their business continues to be this kind of sham.
