If there's nothing held over their head, users would never seek rehab. I disagree I have seen a lot of friends do interventions for friends that sometimes successfully kicked their demons. In those cases its the friends that are holding something over their head. Maybe that works sometimes. I really have no idea but the current system isn't working. Nothing will work. There will always be a problem. Legal or illegal doesn't really matter. Just a matter of how big the problem is. It would if the parents were forced to go to a designated area to have their hit. A lot of kids get started on drugs by finding their parents stash. The best way to keep kids off drugs is to provide alternatives. In Houston's high schools, the bathrooms are where kids go to buy it. They don't have to steal from a family members stash if there is one.
