required by whom and for what purpose? I'm curious, do you work for the government?

And I think that you mean enough evidence to support a conclusion. There is a lot of evidence.

There has never been any evidence that the FDA should be required to regulate this herb, marijuana. It was commonly used in the US before the FDA existed. It is not a new drug. The FDA does not regulate herbs.

The benefits of pot over booze:
No organ damage.
No birth defects.
Lack of violent behavior.
No deaths from overdose.

Benefits of alcohol over marijuana:
They don't put you in jail just for holding it. (unless you're underage)
