I'm not arguing against the development of alternate energy resources. I am arguing against such a decision being made by federal government decree. Federal research might possibly be useful as long as it is well targeted and only costs a moderate amount, but even that can be argued. If the feds are going to try to impose a move away from oil use, the most efficient way to do so would probably be to tax oil (while reducing other taxes and equivalent amount) or if its more worried about CO2 emissions it can have a carbon tax. I'm not a supporter of such taxes but they would be better than government mandates.

As for the Lex Luthor quotes, there is some truth in them but its obviously over simplified. The Romans beat Carthage because of numbers, and a greater determination not to lose, not as much because of the roads (which Hannibal also used when he was in Italy), or technology. And obviously if it was simply a matter of technology (or even technology, logistics, and numbers) Iraq and Vietnam would have been reasonably easy.
