Perhaps you are correct. We have an untenable situation in Iraq. You have three groups that are enemies living in the same country. You might be able to free them from SH, but you can't free them from themselves. The Iraqi people had an opportunity to have an elected government and to make that work. But in reality it was an exercise in futility, because the demographics favored the Shites in the election. The Sunni will not be governed by the Shia. They protested the election by not voting in it. So you have an elected government, but it is not representative of the people. And the different factions are not interested in being governed by the other factions. HW Bush said this was the reason that he didn't invade Baghdad. Because of the divided landscape. The fact that the people are awash in arms. That the situation would likely breakdown into a civil war. He was correct.
