Texas politics can get as weird as in Florida, but for different reasons. The offices most people care about are the local ones. State offices, except for Lt. Governor and Railroad commissioners usually don't mean anything. The state legislature does the budget, most of which is already decided because of all the dedicated funds, and basically votes on what the Lt. Governor tells them to. He chooses the committees and who is on them, so his word carries a lot of weight. The Governor's main job is to play golf and try to get state legislators to vote on what the Lt. Governor has decided is important. If the Governor decides something is important, he or she is free to try to convince the Lt. Governor of its importance, maybe even go on TV to do so. So often people get elected for frivolous reasons. Like Jesse James. Not that one, but the one who was our state treasurer for several decades. That tickled a lot of people I am sure.

Unfortunately, people in other states think being Governor of Texas is some position with a lot of responsibilities and power. It isn't. So Dubya was able to use that aura to show he was qualified for being President. Instead of, say, Press Secretary.
