True, water vapor is a potent greenhouse gas. But, it is more sensitive to environmental factors like dew point than CO2, so it is more likely to precipitate out.

Now, you still haven't come up with a natural carbon sink that promises more CO2 than 10^13 tons in total, much less per year.
