Yes, that's what he thinks is happening. It's simply not the case everywhere. Not that there isn't intra die variation, there is but it's not necessarily a major problem and it can still be screened for on the wafer. What this really says to me is that he deals with a poorly controlled fab and he thinks it's typical to not only scrap material due to performance problems, but also due to issues that couldn't be identified at sort.
