If this was the case, how would folks who improved a standard get rewarded for their efforts?

In the case of patented improvements that is handled by a separate patent with it's own element of time. SSO's usually don't get everything right the first time around.

Are you envisioning multiple standard setting (and patent valuing) points?

Once again, blending the concepts of patents and standards doesn't seem like such a good idear.
