Those are the cheapest. Most white LEDs are white only because they take a blue LED and coat it with a phosphor. The blue light excites the phosphor, which then gives off white light. Applying the phosphor is an expensive step. So when the LEDs are manufactured, they are graded on the color and light pattern thrown. Ones with a heavy blue tint are typically the bottom of the barrel. Ones with a purer white are usually destined for such jobs as backlights for cellphones or flashes for the cellphone cameras.

Now, in the lab, there are quantum dots which give off white light directly. But they are a long way from commercialization.

The reason for that very blue white is that the current is too high. A couple of cts saved in the area of the control circuit between battery and LED.
