For the umpteenth time...Sudan informed Pres Clinton that they held in custody OBL, who had already declared war on the USA. Clinton admitted in a speech post the 2000 election(there's a tape of the speech) that he ruminated for awhile over whether it would be wise to take Osama into custody. He stated that he came to the conclusion international law demanded more evidence and therefore he replied "no thanks" to Sudan's offer.
