Probably some of the factors you've cited, but the lowered costs are more likely, IMO, related to, in part, for certain types of calls -- and entirely, for others -- the elimination of inter-carrier billings, terminating-end charges and use of the distant end's subscriber data base lookups, settlements and the avoidance of Signaling System No. 7 ($$7), which the WiFi mode sometimes avoids entirely.

Those are some of my thoughts on the matter, but a more precise answer to your question would require specific knowledge of T-Mobile's actuals, which I don't have access to, but perhaps someone else here does. Anyone?

Some of the answers you seek can be found in this somewhat amusing powerpoint presentation:

Look at Panels 6 and 7 for an idea of some of the inter-carrier billings I alluded to earlier, and subsequent panels that go further into the distinctions between IP and POTS/Cellular transactions. SS7 and special IN database functions are probably treated on an assumed basis, since they are not shown.
