good question--- Doesn’t appear so per component licensee list this AM.

EMP is not a licensee either, and when questioning Q IR way back when, answer was they were working of TI’s license. Now, don’t know how EMP can combine STM’s baseband and sell to OEMs using TI’s license. Perhaps both EMP and STM need a Q license.

Remembering back to the failed TI,NOK,STM deal..STM wasn't a QCOM licensee at the time? Is STM a licensee now?

EMP provides the software for the solution and the chipset as a whole is likely covered by their license.
