I remember when some states used plastic for what were called "mills" The mills were the way sales tax was paid. The mills were green and red. One mill was one tenth of a cent/ 1000 mills to a $. thus "mill". I think I remember some states used cardboard or pressed paper mills. Now if I could just remember where I put the silver quarters I hoarded....<g>
