I don't think a stock dividend does anything to make the shorts cover. It's all electronic entry at the DTCC. Instead of a long owning 10,000 shares, they will change that to the new number and any short will be short more shares.

With a cash dividend, the shorts have to come up with the cash so this is different and why you see PR's that claim that dividends will come out of the shorts' pockets.
