On September 12, 2001 the President could have set forth any of the goals I outlined, and a lot more. Do you think anyone in this country would have objected to a one year rollback of the tax cuts? To an initiative to develop alternatives to imported oil (or to oil at all!), to increased border security?

There was no sacrifice or even adjustment asked of the American people to pay for what was a new reality.

To say he could not have done this..and more..between 9/12/2001 and March of 2003 is not right. He had the power..but not the will.
