I'm sure Bush and the Republicans will lose exactly zero hours of sleep over what they've done. Cheney, for his part, has (apparently) tripled his fortune while in office doing absolutely nothing on behalf of the American public while kowtowing to the Saudis and BigOil. Bush gets a Prez-ee-dent-youawl Lie-bra-ree, secret service protection and a big pension for life. What, those schlubs worry? They did want to destroy Social Security, Medicare and all other social services and transfer the money to BigPharma, BigHealthcare and Wall Street but they'll be back to try again in a few years. They've destroyed the infrastructure and the middle class in Iraq, now they know how it's done.
