As QCOM buys back shares of their stock, are they removed from the float? If so, this would increase the percentage holdings of the company by outside investors. The increase from 15-20% may simply reflect this mathematical phenomenon, rather than have some more mysterious explanation. In this way, such a holder may be less likely to be considered a potential (hostile or otherwise)acquirer.

This is my first SI post, after years of lurking--I am most grateful to all here for the quality/usefulness of this board.
