Well, it has been in the U.S. as well and based on the chart below, the U.S. has had worse inflation than the Euro area. Picking out just Spain isn't quite fair.

Also note that the EMU uses hedonics and substitution far less liberally than the BLS and therefore overstates inflation in comparison to the U.S..
