No, you must be kidding. For the millionth time, what the Soviet Union and China practice is not true communism. And even if it were, Marx didn't call for 5 year plans.

Robert Gates must be a communist, then. He instituted several multi-year development plans. One for hiring faculty and another for building construction. He tried to put one together for handling parking, but failed.
