When we do a Nigeria we need to pay "toll gate" to access the market. This is before we even are there and have to pay import duties in the equipment imported and then the local taxes, banking fees... The local taxes are mostly transparent since a legal adviser helps us out.

The Siemens accounts were needed to pay "toll gate" BEFORE accessing the country's market. You need to be a insider and know to whom you should pay the toll gate to avoid paying and being blocked later on, to avoid a cascade of "toll gates"...

Nokia knows how the system works and was buying Siemens toll gate know-how, thus Nokia would not have to pay to learn by doing it since this takes time and is expensive.

Someone in Siemens, not happy to hand over the toll gate system and tools blew the whistle.

After coffee works in, looks like a country I've got to know about recently. If the country has been closed for a while the locals -dealing with the stuff you mention- don't have 'savoir faire'. They try learning by doing by charging the highest or imposing one-sided conditions. Then doesn't work. They start lowering a bit until the other guy at the other side of the table feels comfortable with it and they go ahead. The locals are not that crazy to say it this amount or no deal.

You as the outsider, has to strive to gain efficiency. You need to fast than others, get to that point where you are comfortabe with the deal and proceed. That because while the locals are learning you are trying to make the business go ahead, not succeeding, incurring in big costs, frustration is building left and right. Perception of risks are increasing...
