Several stories mentioned an anonymous tipster that raised concerns

Well, the tipster called the Landeskriminalamt (LKA), the Berlin security agency. The LKA forwarded the case to the Bundeskriminalamt (BKA), a kind of German FBI. The BKA created the threat analysis which in turn was sent back to the LKA. Based on the LKA report the Berlin interior minister Körting called the opera director and advised her to cancel the performance.
