It is a number I pulled out of my hat, if it isn't the right number then I would think that the real number would be lower. But think what you could do with a number like that. You could actually establish a front line, and you could custome tailer that force to fit the situations in that country. Establishing several front lines would be more like it. Then you can take ground and hold it. And as the front line(s) move forward you can start to mix more humanitary personell with the soldiers and well behind that front line. They could actually get to the point where they can rebuild some of that hostile territory.
