People in all governments have their own agenda. The problem in Iraq is that to many people try to achieve their agenda through violent methods.

That's a BIG problem, but it doesn't mean that they don't have an elected government, or that there is an attempt by the government to bring the country together.

Iraq, like most other things isn't simple and black and white. Its not true that the government is unified and monolithic, but its also not pretending to say that the government is trying to bring the country together. Different people act different, and even the same person or faction can be trying to unify the country in some ways, but then sometimes acting in ways which don't serve to produce unity.
