An old rat of yours APT, had news today that caused it to move up. They received approval from the International Code Council (construction/building related) for a new roof under lay product they sell.

I think the surcharge became a quick and easy way to improve the bottom line. When the fuel prices surged most people accepted that a service was going to cost more and paid up without complaining. I still don't hear people talking about it except right here. It sure hasn't gone away. My trash service still tacks it on and it is still the same charge it was a year ago. I could be mistaken but I think the last time I sent something UPS there was a surcharge on the bill as well. It seems to have become a whole new source of revenue.
