"More than 1 million troops" isn't likely to happen. To the extent that I can understand what you mean by "the psychological advantage of democratic agreement", I think you greatly exaggerate its likely effect.

That's true, but its not much of an argument for pushing an idea that in the short run is pretty much a fantasy. If the NUN model is really that great in your opinion, then by all means push for it, but it won't be something that you can implement any time soon. A lot of people (and perhaps more importantly a lot of governments) don't think such a strong UN would benefit them. Many of them might be right in that belief, but even if they aren't it doesn't' make the belief go away.

Any major change in international organization would have to deal with a lot of inertia. That inertia can only be overcome by either 1 - A shock to the system like WWII, 2 - Powerful countries forcing it on the weak, or 3 - Determined effort to achieve a new consensus over a long period of time. In addition to the inertia you have concerns about relative power within the organization, and concerns about national sovereignty. Also the stronger the organization is the more likely it would eventually become an organization of bossy bureaucrats that you say it will not become.
