Are they now? Then why is it that most of Iraq is relatively peaceful?

The majority of the violence exists in the provinces where Sunnis predominate, or there is a mixed Sunni-Shi'a population.

Apparently SOME parts of Iraq are capable of forming a government and establishing local security.

From your comments, you obviously prefer total chaos and regional civil war between Sunnis and Shi'a rather than continuing to work to influence reconciliation and formation of a peace agreement that all sides can live with.

And btw, Talibanization of Iraq is EXACTLY what the Mujahidin Shura Council (and Al Qai'da) have in mind for Iraq. There are numerous examples of where they attempted just that in small communities in the western Anbar province.

That agenda isn't going to stop by just washing your hands of the matter.

What you have come with is the question of whether we're at war with Islamic Jihadists or not?

And if you have to really ask that question, then you need to watch some more 9/11 footage of Americans jumping out of the WTC building.
