While some pollution does have wide spread, even global effects, a lot of it is more local.

I have no reason to think that a global government or quasi government would make particular good choices in this area. If something like restrictions on CO2 are going to be implemented internationally, I want them to require specific agreement, not to be imposed by some NUN which we have already given the authority to.
