Gore did take initiative to create the internet. That statement also included a sentence saying he and several others were responsible. He didn't say he did it alone.
And he never claimed any technological role, just the role of the internet's #1 champion in congress. It was a great accomplishment. It was then called "the information superhighway" and Gore helped get it up and running very quickly.
