Agreed. People tend to follow where others of the same nationality / ethnic group have preceded successfully.

I know several people from Darfur, and am getting to know more as fast as we can get them into this country legally. They get offended when people say that we have no right to secure our border from Mexicans, yet we make it very difficult to bring in their relatives.

As opportunity fades for those immigrants here illegally the word will return home quickly.

The current legal immigrant quotas are too small.
