He has called on both Nato and the EU to "come together as a consortium of energy consumers to bring their collective weight to bear".
It's obviously political rhetoric. No one would be willing to come together and supply Georgia with NG as less than half the going rate.

It does represent the common philosophy that we have the right to demand energy at cheap prices from other countries or from the large corporations.
