The proposal to shut down the nuclear reactors was approved when the Green party was part of the ruling coalition and energy prices were quite a bit cheaper.

The energy market is in principle, becoming more open to cross border competition. France produces around 75% of its electricity from nuclear and there is no provision in the shutdown proposal to prevent nuclear generated electricity from abroad being sold to German consumers.
