Apparently that's news to Bush's N.R.C. --- since they were the agency putting forward what sounds like the *most ridiculous* of positions... telling the industry to go ahead and design and build nuclear reactors NOW... and worry about whatever changes may be required by the government to provide for a modicum of safety from terrorist attack (like, say, designed safety from the crashing an airliner into a containment dome, or into a nuclear waste storage cooling pond) LATER.

The nuclear industry --- apparently not being as dumb as the government bureaucrats seem to think they are --- is asking for the new safety rules UPFRONT... *before* they design for, finance, and build their new reactors.

Seems a perfectly reasonable request to me....

Would YOU want to commit $10 Billion or so without first knowing what the rules were going to be?

(Would that be in any way fiscally responsible to their investors?)

Just how dumb ARE these bureaucrats, anyway?
