(As I understand it, Big Oil was not interested in committing to spend the money domestically [more refinery capacity might reduce the excellent refinery profits they have recently been enjoying]... so, unless they want to nationalize the oil industry like Venezuela or Saudi Arabia or Mexico or Iran or Russia or some such, then it don't look likely to happen, at least not in any grand sort of way.)
