Is that because companies based in Dubai have to pay higher salaries in order to attract people from other parts of the world in order to work here? Don't you mean "there"? :-) You're not coming after me, are you? Companies in Dubai pay as little as possible to attract employees. It is totally, totally capitalistic. The "minimum wage", as it were, is usually set by the government of the country which delivers the worker. For example, the Philippines recently changed the law and refused to do their part of the paperwork for an employment visa for Philippina maids unless the employment contract has salary of at least $400 per month (used to be $200). As a result Dubai will likely look to Eqypt/Lebanon/Sri Lanka/Indonesia where they can still get maids for $200 per month. That means there are people who get paid very well and expect world class accommodations while the rest of the population is relatively poor and can barely afford the essentials. Is that the dynamic in play in Dubai? Pretty much. Nevertheless, almost everyone who is in Dubai is there because it is better than their job option in their own country. Otherwise, the "everyone else who is really poor and can barely afford essentials" would stay home and work.

Its amazing how people moan and groan about taxes, city services etc exactly the same the world over. Having said that, it seems that residents are fairly proud of the progress Dubai is making. Is Dubai now the largest city in UAE or is Abu Dhabi bigger? Dubai city is bigger than Abu Dhabi city, but Abu Dhabi the emirate is much bigger than Dubai the emirate. If that doesn't make sense, both are both emirates (states) and also the capital city of their respecitive emirate. Abu Dhabi city is like a small town in comparison to Dubai city. Abu Dhabi city is on an island, so the development opportunities are limited by geography. Abu Dhabi has about 10x as much oil as Dubai, so Dubai has had to develop a real economy to succeed. BTW I saw the temp was 22º C. I didn't think it would be that cool in Dubai this time of the year. I thought temps would be closer to 80º F. Isn't UAE near the equator It has been the coolest, wettest winter in 20 years. Global cooling going on here.
