a threat well short of existential can still be very serious and justify a strong response.

The Jihadists have been branded terrorists by the International community. They first have to fight each other. They are killing each other at a much higher rate then they are killing us.

They can not maintain bank accounts. They can not occcupy territory.

Try to start a business without a bank account and without an address.
